\fontsize{10.5}{12.6} \selectfont
would seem to be OK, but when I compile I get substituted for 10.95pt
fonts.
TIA for any help.

The fd files tell latex what sizes of font are available.
For fonts taht normally come in scalable formats such as type1 or
truetype the default fd files allow any size to be used, but for fonts
that normally come in metafont/pk formats, the default fd files specify
that the fonts are only available in conventional `magstep' units.
Of course most dvi drivers these days will generate odd size pk files on
demand so the concept of `available sizes' might not be so useful now as
it was, although not everyone wants to fill their system with use-once
font bitmaps.
If you want some fd declarations for the computer modern fonts that allow
any size to be used, you can use the type1cm package from ctan.
