One often sees \lim_{x\to\xi+0}f(x)=... and \lim_{x\to\xi-0}f(x)=...
And also, as an alternative, the arrow angled down or up. How does one
get the arrow angled down or up in TeX?

Sorry, I wasn't thinking. Use \nearrow and \searrow.
