What I wanted to know is
how to combine an underline and a limiting condition together
for liminf.
When I tried
\underline{ \lim }_{x \to \infty}
it gives me only something similar to
lim
---- x -> \infty
NOT
lim
----
x-> \infty
which I want.

According to the Comprehensive LaTeX Symbol List (available from CTAN),
amsmath defines something called \varliminf, which may do what you
want.
