include verbatim pakkage as well.

You don't say where you got the idea of a comment environment; any
document that suggested it must surely also have suggested a package
to get it from?

Alternatives are:

verbatim.sty (part of the LaTeX2e tools package)
comment.sty (from ftp.tex.ac.uk:/tex-archive/macros/latex209/
contrib/misc/comment.sty)
