I am using Textures. I plan on making PDFs by exporting postscript files and
distilling them. I have no idea what mem10.clo is and can't find it on ctan.

o run: latex memoir.ins (which will generate memoir.cls,
a set of mem*.clo files,
and basic.gst for MakeIndex glossary files)

appear on ctan. i've asked peter to change this, but he's not keen.
mikeatverizon is, i'm sure, not the first to be thrown by this odd
state of affairs (though he's the first to have posted here ... how
many give up on memoir because it's incomplete, i wonder).

It might be a better idea to split the memoir ctan stuff up

Then the confusion might be gone, I do agree the memoir.cls,
mempatch.sty and memhfix.sty does not belong at the memoir root on CTAN
when the .clo are not present, but it gets much more confusing if the
add them
I do think most people do not install memoir by hand.

I have tried to follow the guidelines, submitted the whole shebang
as a tds directory structure, asked for advice, asked for comments, and
no responses. What more should I have done? What is the problem?

I think the main problem is the fact that memoir.cls, mempatch.sty and
memhfixc.sty is at the root of the CTAN memoir dir, but the .clo files
are not. People see the cls and sty files and think ahh, I'll just
install that.
It is also confusing with the sty' for the manual source being at the
same level in the dir.
The proposed structure (in my other reply) will hopefully remove this
confusion.

Only including the source files and the documentation in the top
directory for the package on CTAN seems to have been the modus operandi
for quite some time now, in my experience.
Lars' advice above is good, I think.
Will
however, i (and i believe the rest of the ctan team) don't. even
careful people (such as lars and peter) make mistakes, and if there
are two copies of things the potential for mistakes increases.
lars' proposal involves *three* copies of the compilable stuff (if we
include the original source). we have techniques for reminding
ourselves that a .tds.zip hasn't been updated; adding complications
with further optional objects merely increases the chances of failure.
note that most people upload to the tug box (www.ctan.org -- not
surprising, really). that box is run by jim hefferon who has far more
work to do outside of ctan than i do, for sure. yet jim is forever
having to explain to people how to structure their uploads, even
though he's written a good page (http://www.ctan.org/TDS-guidelines.html)
on how to do the job properly.

dir for the source code for the manual, such that it does not confuse
people, those sty's are for the manual not the the tex/latex/memoir
installation.

Robin, could you add something on the CTAN page telling people to be
careful about the permission when creating the TDS.ZIP files, I was not
aware about the problem related to the latest memoir, so other people
might also not be aware.
