What substitutes \bf then? Do I have to change from \bf to \textbf?
Yes, \bf is an old LaTeX 2.09 declaration and \textbf is its
LaTeX 2e equivalent command. LaTeX 2e has been around for 15
years now so I believe it's quite safe for you to use \textbf.
and note that contrary to \bf \textbf takes arguments so
{\bf test} should be changed to \textbf{test}
the \bf, \it etc. commands from TeX does not commute and forces the user
to manually insert italic correction. The LaTeX versions does commute,
i.e. \textbf{\textit{test}} does give you bold italic ({\bf\it test}
does not)
It is possible to tell memoir to support \bf etc. But it is better not
to use them at all.

The argumentless declaration form is \bfseries, whereeas \textbf takes
one argument (the text to be set in boldface).
You can find a short description of the new commands in LaTeX2e
in `usrguide.pdf', e.g. "3.10 Font changing: text". More details
are revealed in `fntguide.pdf', e.g. "2 Text fonts".
Both are part of your LaTeX installation.

either \textbf or \mathbf depending on the mode; the same is true for
\it \sf \frak ....
Actually memoir only enforces this but these commands should be used
in {article}, {report}, etc

not that easy, in many cases you would replace {\bf x} in mathmode by
\bm{x} (\bm from the bm package) because this gives me italic bold, and
not upright bold.
In most cases {\bf text} should be replaced by \textbf{text}, in math
mode I would rethink the use of bold face in each case, Do I need a bold
math variable (\bm{x}) or do I actually need \mathbf{x}. I hardly ever
use \mathbf
