(1) It probably isn't ignored.
It is just interpreted bizarrely by Them.
They believe that no line should be as long
as landscape would imply;
so unless you use the option "twocolumn"
you will have to specify your own textwidth.
(2) You may mean that the landscape option
does not affect the way the page is printed.
That is true.
If you are using dvips, you can say
\special{landscape}
in the preamble,
and the printer should print the pages sideways.

Didn't you get a slightly shorter printed page?
What if you put twocolumn in as well?
Did you tell your printer driver to print in landscape,
too?
