Is there a command for the "angle" symbol? This is used in phasor
representations (commonly used in electric circuits):

Where 3 is the magnitude and 5 is the angle.

Yes, I already tried that, but it doesn't put the the \varphi "inside"
the angle, as I have shown in my original post. I am looking for the
symbol that is commonly found in the textbooks on electric circuits.

Close. Can the bottom line of the angle symbol be extended depending on
the length of the argument (imagine 90, pi/2, 180 or -180). So, it will
be shorter for 8 degrees and longer for -180 degrees.

Below is an adaptation of the definition of \angle. A truly general
solution would adjust for the depth and height of the argument
instead of \smash-ing it, and would not compress the argument
to \scriptstyle to make it fit. That would require replacing the
\not symbol with a variable height line, perhaps with the picture
environment.

This works great and does everything I had mentioned earlier. The only
problem left with this is that for some reason it doesn't show the
degree symbol:
$\phase {-180^\circ}$

Well, it is working here as well now! I am not sure what could have went
wrong. I was thinking anti-aliasing in gv might have been the problem,
but I checked and it is not so. In any case, it is working ... so it is
great!
