\raggedright and \raggedleft are advertised as commands, which work
"from now on" (the faq discusses the fact that there's no "back to
normal" command for use after those two, or after \centering).
the definitions of \raggedright and \raggedleft are used in the
flushleft and flushright environments (as \centering is used in the
center environment). the environments provide a "safe" encapsulation
of the commands -- a safe way out after issuing the command, if you
like.

As Robin says, the environments allow you to get back to normal,
whereas the commands do not. Additionally, the environments insert
vertical separation, like a list or quotation.
