Natbib version 6.3 query - author-year citation styles

Dear latex2e users,

I have a query over citation format when using natbib version 6.3. How
do I get the citation in the text to have an ampersand between two
authors ie. Smith & Jones, 1996; and then in the reference list to have
the authors in small caps as: SMITH AND JONES. 1996?

I have tried using the citestyle command with a different *.bst file,
and then using bibliographystyle with the *.bst that I want the
reference list to look like.

Does anyone have any suggestions? Thanks for any help you can offer.
