It seems to be looking for a file named "OT1pncr.fd" (or possibly
"OT1pncr.fd."?) on the system. The closest matches I see to the filename
are:
/usr/share/texmf/tex/latex/psnfss/ot1pcr.fd
/usr/share/texmf/tex/latex/psnfss/ot1pnc.fd
A google search for "ot1pncr" comes up with nothing.
Am I missing a file that I should have, and can I find it somewhere? Or
is there something else I should have or do?

I think, this is too old. Update the psnfss package or better all
required LaTeX files...

There is something you haven't tell us. newcent calls family "pnc" but
LaTeX is searching "pncr". And in your log-file there is not mentioned
that newcent.sty has been loaded.
Please sent a minimal document, and be sure that your log-file is from
a run of this minimal document.

Right here you should be getting
(/usr/share/texmf/tex/latex/psnfss/newcent.sty

and later:
(/usr/share/texmf/tex/latex/psnfss/ot1pnc.fd
File: ot1pnc.fd 2000/01/12 PSNFSS-v8.1 font definitions for OT1/pnc.
You might want to use
rpm -V tetex-latex tetex-fonts
to verify the integrity of your files (or just re-install those
packages).

In correspondence, someone figured out, and I confirmed, that I hadn't
installed tetex-afm, which turned out to be necessary. This appears to
have cured the problem.
