This requires amstex and so is not exactly the "plain TeX"
solution you asked for. The plain TeX solution is
\input amssym.tex
which is somewhat overkill as it also loads the both the msam
and msbm fonts. Therefore much more than just the blackboard
bold letters are made available.

Where would I find documentation on what "amssym.tex" is and what the
command "\input amssym.tex" is adding to or doing to the version of
Plain TeX that I'm using with TeXShop. (I'm using TeXShop and the TUG
MacTeX DVD distribution.)
For example if you use the dsrom family:
