[Q] Buffer size?

Hi,
I'm running the latest NTeX on Linux box. Recently I've downloaded a new
version of LaTeX2HTML and tried to use it. When it call for a latex
program I get this message:

! Unable to read an entire line---bufsize=3000.
Please ask a wizard to enlarge me.

I am doomed. My /etc/texmf.cnf has the following line regarding bufsize:
buf_size = 10000

The latex does not recognize it. Why?
Any help will be greatly appreciated.
