In order to superimpose your tables properly, perhaps showing empty
cells first, you can fill your empty cells with \phantom{<material to come>}
so that borders match exactly.

Use \uncover<2-> for the headings (i.e., \uncover<2->{Low}) and then
uncover the values (using <3->, <4->, <5-> and <6-> as you wish them
displayed. Alternatively you could use \visible to make the text
completely disappear until you won't to make them visible.

Perhaps this is what you are trying to do?

He says to use the \onslide command within an overprint environment,
however all my attempts to duplicate his results have failed. Does
anyone know the code to get the intended effect (I've been unable to
contact the author)?
