Bibtex can't find the /bst file

But when I run bibtex, it does not find .bst files unless they are in the same
directory as the .tex file. What am I doing wrong?
I turned debugging on in kapthsea and get the following output

bibtex does not use BIBTEXINPUTS. It uses BIBINPUTS for looking for .bib
files and BSTINPUTS for looking for .bst files. See bibtex(1) for
details.
