LaTeX: \doteq and \dotdoteq

LaTeX provides \doteq, which produces an equals sign with a dot above
it. I'm trying to produce an equals sign with dots above and below:
let's call this \dotdoteq. All my attempts so far have failed with dots
at the wrong height; and, in some, the dots are not quite centred above
and below the equals sign -- they're slightly displaced to the right. To
my surprise, \doteq also exhibits the second deficiency.

So, two questions:

1. What's wrong with \doteq? (It's defined as

\buildrel \textstyle .\over =

This is in LaTeX 2.09 <7 Dec 1989>)

2. How can I build a \dotdoteq?

It sounds like you want \dotseq from the mathabx package. (See Table 74,
"mathabx Binary Relations" in the Comprehensive LaTeX Symbol List.)
