Periodical indexing, locators for front and back matter

Any periodical indexers lurking here? I notice someone asked a while
back about how to index a periodical with locators such as "cover
page" but got no reply. I have the same question. I want to index a
periodical that consistently has indexable content on pages without
numbers at the front and back of each issue.

Makeindex does not appear up to the task. I have been looking into
xindy but so far it looks discouraging.
