table environment in letter.cls?

I've used the table environment many times in article.cls and
book.cls but I was disappointed to see "LaTeX Error:
Environment table undefined." when I tried to use it in
letter.cls. Is this true or am I doing something wrong? Is
there a way to enable table environment in letter.cls?

Here is what is wrong: you are trying to put floating
objects in a letter.

It's easy to find the answer of your first question: open e.g.
article.cls, search for "table" and you will find a
\newenvironment-command.

There are many things you can't do in letters. If you really need them,
you should copy the letter-things you need in a sty-file (e.g. the
page-layout and the letter-definition). And then you could use
\documentclass{article} \usepackage{yourlettersty} ..

But it will need some fidling.

If you really want to, you can use the float package to define a table
environment even fir the letter class.
