This is normal, and completely inevitable. Word is not a tool for
precise layout. Changing printer driver causes reflow.
You can overcome this variation by FIRST converting to PDF, then
printing the PDF as well as saving it.

Ok, then users must be educated to expect document changes. That is
what happens when they use Word, and there is no use trying to hide
it. The same thing would happen if they had a new printer.
For most people, including me, this hasen't happened since 1997 when they
learned to turn off the setting "use printer metrics to lay out
document".
But the symptoms here look like a document is laid on an A4 paper, but
the PDF printer uses Letter size.

Bingo!
That is the solutions! In few places, in the PDF printer, there was Letter
size .After changed it to A4 - everything is as it should be.

Why? If it's really necessary that the PDF is exactly the same as the
document, set FinePrint or some such driver as the default printer. When
they print, a preview of the PDF is opening, and then they can decide to
send it to
a) discard it (because they see they have forgotten something :-))
b) send it to a real printer, and/or
c) save as PDF
For best "compliance" of the direct (say) Word output and the PDF, make
sure you have your compatibility options set right, and (still) use the
PDF printer driver when the document is paginated.
