I have made several Google searches for PDF to Word convertors and there
seems to be many to choose from. Rather than install a number of them and
trying them out is there a recommendation for the most accurate PDF to Word
converter which may work with this file? I am looking for a PC based
solution not one of the on-line alternatives

Because your PDF file have a owner password to protect the PDF files
from modification.

support the conversion of password protected PDF files. Here the
password means the author set the restriciton to prevent others from
copying and editing.

There are many pdf to word converters but most of them cannot convert
the password protected file. to convert the password protected file,

What you should understand is that there are two types of passwords
that are possible. Open, or Owner.
An Open password is exactly what is says it is. When the user tries to
Open the PDF, they are prompted for the password. The PDF *cannot* be
opened without the Open password.
An Owner password is a way of restricting what people can do to the
PDF. The PDF can be open without entering the Owner password, but what
you can do is limited. In this situation, if 'Extract text and images'
is not permitted, extraction tools aren't going to be able to convert
it to another format.
So, if there is only an Open password, the application should really
just prompt you for the password and then it could perform the PDF to
Word conversion. However, if it has an Owner password that doesn't
permit text/image extraction then you're going to have to use a
program that will allow you to open the PDF and remove the password.
Obviously if you don't know the password then you're at a dead end
(unless you go about using a tool that removes the password, which is
a completely different kettle of fish).
