In PuTTY, is it possible to specify the option "Implicit CR in every LF" through command line?

Just tell the server to do some translation for you. See `man stty` and
especially the parts mentioning onlcr, onlret, inlcr and so on.

We could probably be more helpful if you described in greater detail the
problem you are seeing.

Yes. Set that option in a saved session and then use the -load
sessionname command line option.
