FileZilla will not connect using sftp.

I replaced a server and moved the "old" server to be a
development server. OS is Ubuntu 14.04 LTS.
After changing the IP all is well except:
FileZilla 3.10.3 will not connect using sftp on port 22. It will
connect using ftp on port 21.

Response: fzSftp started, protocol_version=2
Command: open "wil...@192.168.0.101" 22
Error: Connection timed out after 20 seconds of inactivity
Error: Could not connect to server

using passive mode does not help.
I would appreciate any hints as to where to look next.

the gateway. Changed that and now sftp works. (both the client
and server are on the same LAN inside the gateway)
Does this make sense to anyone?
