Are the 21164-P7 and 21164A the same chips?

Does Open VMS run on the 21164-P7 (DEC 3000 500mhz)?

Don't think so.
P7 let me believe it is the 7th pass of a EV4 chip.
21164A is a EV45 chip.
But I'm not a hardware specialist !!

Basically yes. The problem is (usually) not the CPU, but the system.
OpenVMS does run on the DEC3000 series systems...
