Can't install min VMS in VMS 7.3-1.

After selecting the disk, SYS$SYSTEM:AXPVMS$PCSI_INSTALL_MIN.COM hangs
and nothing happens.

I can mount all disks on my Alpha and PCSI_INSTALL_MIN worked fine with
OVMS 7.3.

Have "they" changed things again?
