You must first register with Unisys for the download. They will then provide an approved download link.

According to the link where I downloaded there is a notice there : "The download is currently not available. Please check back in a couple of days. (August 2, 2017)"

Checked today (Aug,08th).

I hope that means there might be an update coming, so it will run under
Windows 10.x, and/or with less BIOS-specific dependencies, so it could
be used on e.g. Windows on a Mac in either Bootcamp (alt boot) or in a VM
(VirtualBox or Parallels; not really wanting to add VMware to my mix).

But for all I know it means Unisys is having 2nd thoughts, or going under,
or shorthanded on people to run that program, or something else I haven't
thought of. :-)

No, I think they're just slow in getting the new version out. The MCP
Express collateral on their web site is for MCP 18. It also mentions
support for Windows 10, so perhaps finalizing that support is holding
things up.

Then again, I doubt that providing a seamless transition for users of
free software is very high on their list of priorities.

After registering with Unisys to receive a download link for the latest
version, the software is now compatible with Windows 10 and the
environment is MCP release 59.1.

Just to complement, the version I downloaded and installed when the link was available is compatible with Windows 10 Creators Update. The MCP is 59.1 and everything runs perfectly.

I registered yesterday (Aug 22) on the Unisys website, found the page by searching for MCP Express download.
The reply took some time arriving, it was not instantanious. The download worked fine: 2.4 GB over an 11 Mb/s ADSL line :)
Installation was not entirely straightforward though a lot easier than 2 years ago.
The installation script suddenly asked for "disk #5" labeled Janus_5. The filename in the panel started with drive letter H while the directory names that followed it began with Windows\System32\<mumble>
Which looked like something on a system disk. So H: was replaced with C: and I had to repeat that a couple of times to let the install script continue. The script completed succesfully. I managed to start the services and run the console. No time for configuring the kit as yet.

The install was done on Windows 10 build 1073 running on Intel i7 hardware.
