In theory, it wouldn't be too difficult to make a PCIe to ISA adapter with
the AX99100 chip:

Cards with the chip on (for serial ports) are $7 on Aliexpress so the chip
can't be expensive.

And the chip also provides legacy serial/parallel ports, although not at the
same time as ISA.
