Some checks I've done ...
- I got tcp wrapper, and it's config okay, it can work with ftp
- I can login via ssh, thus the account and shell are there
- localhost and the test remote host is on /etc/hosts.allow table
- inetd.conf confirm it's using tcpd and point to in.telnetd
- telnet port is not commented out in /etc/services
- ipfilter is in place but it's not blocking that port
- mail.log (syslog) report connected
So, why telnet no longer works after reboot?

If you can log in using ssh, why are you even bothering with
telnet? It should be disabled (and that might even be what's
causing your "problem").
