4.1.0, has just been released into public domain under the Apache
License, version 2.0, as the Apache stdcxx project:

The stdcxx project is a complete implementation of the C++ Standard
Library with a Class Reference, a comprehensive User Guide, and an
extensive set of example programs.
The project has been ported to a combination of over 40 compilers,
operating systems, and hardware architectures, including SGI MIPSpro
on IRIX. The focus of the project has been and will continue to be
to provide a high quality, cross-platform implementation of the C++
Standard Library with consistent behavior across all targeted
operating systems and compilers.
