Daylight Saving Time

Hello,

Here are updated TZ strings for DYNIX/ptx to support the changes to
Daylight Saving Time for North America. Choose the appropriate one,
install in /etc/TIMEZONE, and reboot. I have tested this on ptx 4.2,
4.4, and 4.5.
