IrDA on Windows

Well, I acquired an IR USB dongle. After some trials and tribulations, I
managed to install IR support on Win2003AS/EE. I have IR as COM3. I have
installed IRComm2K.
When I put the 5mx in range, the little IR icon appears, and mouse hovering
indicatesthat "Symbian EPOC is in Range".
Cool so far.
When I use PsiWin 2.3.3 (149) an attempt is made to connect. The little IR
icon dutifully indicates a connection "Wireless link with Symbian EPOC at
115200bps" while the PsiWin connection popup continues to attempt to
connect.
Sadly, PsiWin never gets connected and the whole thing dies.
Any clues for me as to what is going wrong ? It may be that COM3 is not a
good choice, but the others are already assigned, so I did not have much
choice. I had to move my fax modem to COM5 to free up COM3.
