I just rebooted my 4 to try to reproduce the message, but this time it
did not work. I assume that the message happened because the 4 had been
turned off for so long (since october) that it had been somehow
widthdrawn from Apple's server until it re-appeared again.
You may be correct that the intent of the message displayed on the 5 was
to say that the 4 would ALSO be getting stuff. But I interpreted it as
"it will be the device getting the calls". (making me wonder if the 5
would stop getting facetime or not).
(I am used to GSM phones only allowing 1 handset per telephone number,
so this may have sqewed my interpretation of the small alert on the
iphopne 5)
From the technial notes on the Apple site, it is basically impossible to
give Facetime QoS because it uses a huge swath of port numbers. So not
only is Facetime Apple-only (for now), but it is also not carrier-grade
because QoS can't be applied to it. Puzzles me that Apple would not have
considered that, especially since in north america upload speeds for
broadband are so limited.
