Try trashing your General Controls Prefs file (from the Preferences
folder) and rebooting. I should point out, though, that turning on the
Protect System Folder won't accomplish your goal. It'll keep someone
else from moving files out of your System Folder, but it won't prevent
file corruption and directory damage.
