How would I go about doing this for the least amount of $$$$
A) replace the power management unit with a new unit?
B) pull the internal HD and get a power supply and appropriate cables
C) something else

It's a laptop (44 pin connector) IDE drive. You can either use a case
designed for an IDE laptop drive, or one designed for an IDE desktop
(3.5 inch) with a desktop (40 pin data, 4 pin power) to laptop
(44 pin combined data and power) adaptor.
Note that if you go the desktop case route, it provides 5 and 12 volt
power, while the laptop drive itself only uses 5 volts. The second set
of power wires will not be connected on purpose.
Just make sure you connect the connector to the back of the drive properly.
