Missing E-mail attachments

I sent email to a large group of people within our company. There was a
file attachment and the file attachment did not show up on most of the Macs.
Some people had mail forwarded to their home computers and they received it
there but not at work.
I sent from a Mac that had Netscape 4.04 mail and the recipients mostly were
using Eudora Light 3.01 or 3.11.
I know the attachment was on the email, because some people did receive it
and it was only one mass mailing All PC users did get the attachment.
What could have happened to the attachment?
