Is me or does Apple retail stores not carry non-default specifications for their MacBook Pros?

If one wanted bigger RAM and SSD, and/or faster CPU speed, then one has
to order online and wait to be shipped. It seems like Apple stores only
carry the defaults (2.7 Ghz I5 CPU, 8 GB of RAM, and 128 GB SSD, etc. Is
that true?

Yes.

Has always been true.

Even before the Apple Stores existed it was true. You could order a Mac
online and it would ship the same or next day. Or you could "build to
order" and it would ship in a week or so, probably less.
