Moving iTunes music database: the iTunes database file

Hello,

iTunes on windows (sorry if I'm making you cringe) seems to keep an
iTunes "database file" in the "Documents and Settings" directory.
This seems to make it hard to move actual music files/directory at
will; I'd like to be able to point iTunes at a new music files area
whenever I 1) reload iTunes on a fresh OS install, and/or 2) Move the
location of my music files.

But with this seprate database-index file thing, it seems to make it
difficult.

Why did Apple do this? Is it also done in OS X? (I haven't checked
it out on my G3 yet). Is there anyting I can do to minimize this
headache?

I think I would have preferred this "datbase file" to be embedded in
the music-files area.
