True, but it's also possible to get it before then. If you get the
'Solid Granite Car' (or whatever it's called) at the right time, you
can destroy the cop car and have it added to your list at the end of
the race.

If I remember correctly, you have to far enough in the game in order to
be able to "steal" the cars. As you go further through the game you can
steal more powerful cars. Just keep wasting the cop cars until until
you see "added to car list".
There are two cop cars in this game, the regular one and another one
called the Oppressor? Punisher? something like that. You find him in
the Blood on the Rooftops level near the two parking garages that face
each other.

That's pretty much right.
Only some cars can be stolen, and even those only if you have sufficient
rank. To steal a car, you have encounter it on a level where you have
sufficient rank and kill it. Even then, there's only a certain probability
that you'll get it.
The regular cop cars can't be stolen at all. The super cops drive a car
called the Suppressor, which only appears on on level 9, Blood on the
Rooftops. To steal it, you have to kill it on that level.
There's only one Suppressor on the level, and it hangs out on one of the
rooftops. (Specifically, the rooftop at the top of the spiral ramp that's
on the race course. Don't be distracted by the regular cop that hangs out
at the bottom of the same spiral ramp.)
Like any cop, if it loses you it'll warp back to its "speed trap" location
and wait. You can activate it by driving up on the rooftop and hitting it,
or by speeding past it. It's enough to speed down one of the streets
alongside that building -- it'll jump off the roof and chase you.
As suggested, the best way to get it is:
a) be driving a good car. I recommend Otis' Caddy for this. You need
a car with lots of weight and reasonable maneuverability.
b) know where the nearest Solid Granite Car powerup is. Without the
powerup, even the caddy can't do any damage to the suppressor. The
only cars that have that much offense are the regular cop car, the
Pink Pulverizor, and one other that escapes my mind right now.
Unfortunately, none of those can be stolen, so you can't be driving
one without having finished the game (or be cheating).
c) kill all the regular cops in the neighborhood, so they don't
interfere. You might want to kill four of the other five
contestants, for the same reason.
d) race past the building the supercop is on, and see if you can lure
him to where the Solid Granite Car is located. It's in an enclosed
inner courtyard, so if you can lure him in there, he won't easily
get away from you.
e) Pick up the Solid Granite Car pickup, and whale away on the cop.
If you kill him, your odds of stealing the car seem to be 100%. (I've got
that level saved, because it's so much fun. I've never killed the supercop
without being able to steal it.) Stealing the car is immediate - you get to
keep it even if you don't finish the level. That means you can abort the
race, and do it again driving the Suppressor. (It's a *lot* easier that
way.)

This question prompted me to pull out my copy of Carmageddon and relive the
fun. Like I said, I saved a game position just before Blood on the
Rooftops, because it's so much fun stealing the supercop car. And,
Thanksgiving is a holiday conducive to reminiscences.
But what I discovered was that I had misremembered this part of the
strategy. It's true that by this point in the game you want to set aside
the Eagle in favor of Otis' Caddy.
The Eagle is a nice, maneuverable car, almost always lands on its feet (er,
wheels), and it's great for whipping around to make another pass at that
other car you just hit, or for getting away from cars you don't want to
deal with. (For most of the game, you can't kill even regular cops, so
speed and maneuverability to get away from them is a decided advantage.) I
play most of the game driving the Eagle.
But towards the end, you want a car with a little more weight. The Caddy is
a nice compromise. It's significantly heavier than the Eagle, and although
it has a little mushier suspension it drives nearly as well. The extra
weight helps when you start killing regular cops. (If you can kill a cop by
hitting him 10 times instead of 20, you have more time left for other
things. On the top difficulty setting, time is of the essence.)
But against the supercop, even the Caddy is too light. It simply will not
do any damage to the supercop, even if you get a good head of steam up.
Worse, killing the other cops in the neighborhood takes long enough that
you're likely to run out of time before you can lure the supercop into the
ambush. (Likely? In a couple of days of trying with the Caddy, I lured the
supercop into the ambush only once, and that one time he got bored and left
just as I picked up the Solid Granite Car.)
The car you need to use against the supercop is Don Dumpster's Plow.
(That's the front-loader with "Gotcha" written in blood across the bucket.)
It doesn't maneuver very well, and you'll spend a lot of money getting it
back on its wheels. It also needs a good long run to do any damage, because
it tends to do wheelies and won't inflict damage while the blade is up in
the air. It takes a delicate hand to drive.
But, it almost never takes damage, even from cops, and when it does hit
something it hurts it. Of all the cars you can be driving on Blood on the
Rooftops, this is the only one that can actually damage the supercop
without help from any special temporary powers. A head-on collision can net
you anywhere from 15 to 30 seconds. (Oh, and some points, too, but they're
not important. You'll easily finish the level with a huge profit, and
there's nothing to spend the money on anyway.)
With the Plow, you can kill all the regular cops on the level, plus 4 of 5
opponents, and still have 15-20 minutes left on the clock. (This is on
normal difficulty.) That's enough time to lose and re-acquire the supercop
several times.
So, forget what I said about the Caddy being the car for this job. On this
level only, I recommend the Plow.
