I tried SimpleText on a PowerMac and thought the text-to-voice command
would be very useful to me. The many voices it offers is amazing. But when I
downloaded SimpleText from Apple that command wasn't active (on my LC).
What else do I need for it to work?

You need a folder within your extensions folder named "voices". Inside
this folder you will need to place copies of the voices (plaintalk files)
that you will want to use. These are available at ftp.support.apple.com.
You could just copy them from the powermac that you first used this
feature. And unless you are using system 7.5.x, you will need the
plaintalk extension, also available at the above ftp site. Once you have
installed all of the above, restart and you should have the voices menu
available.

I think that is it. I could have some of the requirements on what goes
with each system wrong. I'm sure someone else will post if the above is
incorrect.

Wrongo! Speech Manager plus Sound Manager 3.0 (SM inc. w/ 7.5). Voices
yes, but w/o them there is still Fred, Speech Manager's default voice.
Works fine on my Quadra 605, but just gurgles and burps on a 4mb Color
Classic %-)

Plaintalk is something entirely different -- voice recognition, for which
I think you need an AV or PMac.

You need the Speech Manager extension in your Extension folder at startup
and some voices.
