In the US:
The latest versions of Word Perfect and Nisus support Japanese.

In Japan:
There are localized versions of Word Perfect, Nisus (called Solo Writer),
MacWrite, and ClarisWorks. There are also native Japanese wordprocessors
such as MacWord (not MS Word), EG Word (very popular in Japan), and Waltz
Word.

How does one implement the Japanese functions -- does it require a Kanji
operating system and separate set of fonts? Also, can WP or Nisus be run
under an English Mac OS with just the fonts? And last but not least, what
character set is supported -- Katakana, Hiragana, and/or Kanji?

It's too many questions for just one post, but I'm a curious kinda guy. ;-)

All the programs that I mentioned require either (1) KanjiTalk7.1 or (2)
System 7.1 plus Japanese Language Kit. Fonts are included in KanjiTalk
and JLK, but additional fonts are apparently bundled with the localized
version of Word Perfect 3(J). All character sets are supported at the
system level as well. Of the word processors that I've mentioned, MacWord
is the only one that supports vertical writing.

EGWord from ErgoSoft corp (Tokyo & Osaka) is very good. Nisus is said to
be good by folks who use more than English + one other language.
Wordperfect is OK. There are also Japanese versions of virtually all the
US worprosessing software.

Yes, the new Nisus Writer 4.0 will have an equation editor;
unfortunately, the Japanese localized version is still an older 3.X
version. But I'm sure Solo Writer 4.0 will be coming out soon, too.

While japanese word processors are being discussed,
does anyone know whether (and if so how) I can get inline input using
MacWrite-IIJ 1.1v2 and the japanese language kit?

I've seen inline input using MacWrite-IIJ 1.1v3 and Kanji Talk v6 and
I notice that inline input is checked in Akio Tanaka's feature comparison
list.

Correction: EG Word also supports vertical writing, but not vertical
inline input.

there are various ways to implement japanese with wp or nisus. if
you want to use the english-language version of system 7.1, buy apple's
japanese language kit (about $200). it provides several fonts, an input
method and the necessary extensions to handle japanese. you need more than
just fonts because there are many more kanji than roman letters. the
JLK provides everything you need for katakana, hiragana and kanji. the
quality of screen and printer output is quite high as well.

be aware that current versions of the JLK are not compatible with
system 7.5. apple has said that an upgrade will be available though no
date has been publicly set.

also be aware that the jlk requires programs that are worldscript-
savvy to work well. nisus and wp are two such programs. nothing by
microsoft will work well with the JLK because microsoft has chosen not
to support the jlk's underlying worldscript technology. programs that are
not worldscript-savvy may allow japanese input, but editing, formatting
and printing can be a nightmare.
