There are only four paper choices available: Enhanced Matte, Velvet Fine
Art, Plain and Watercolor Paper - Radiant White.
I re-downloaded the appropriate printer driver for O.S. 9 from the Epson
Web site, but the number of available paper choices didn't increase as a
result, even after restarting the computer.

Don't know, the OS 9 driver should have the following media types:
Plain Paper
Premium Semigloss Paper
Watercolor Paper-Radiant White
Enhanced Matte Paper
Premium Luster Photo Paper
Velvet Fine Art Paper
Premium Glossy Photo Paper

It has nothing to do with "upgrading to System 10".
I found out that I'd have to swap the matte black in the printer for a
photo black cartridge to get the other paper choices to show up in the
printer driver, because the four existing paper choices are for matte
papers only.
The other paper choices are for papers categorized as glossy or lustre
(even though the Photo Quality Inkjet Paper has a matte finish).

The default dark black ink is photo black. You didn't mention that you had
bought and installed the optional matte black.

If I had thought that the use of the matte black cartridge had anything
to do with the problem, I would have thought of the solution myself and
not have needed to ask the question.
It wouldn't be logical for me to think that the matte black ink was the
wrong ink because the matte black ink if for matte papers, and the Photo
Quality Inkjet paper -- whose Media Type I was trying to get to appear
in the printer driver -- has a matte finish, whereas Photo Black ink
cartridge is supposed to be for glossy and luster papers.
I've had the printer for about three years and have never used photo
black ink and have never had a problem getting colors to look right
except with the Photo Quality Inkjet paper because I use that printer
only for printing on matte paper.
I've had the printer for so long that I forgot that matte black is
optional. For me, matte black has been my only choice of black inks
because I print only on matte papers with that printer.
I own an Epson 7600 printer, which uses the same kind of inks, yet the
glossy media types show up in that printer driver, even though I've only
used matte black -- and never photo black -- in the 7600.

among other things.

Premium Glossy Photo Paper, Semigloss Photo Paper, Luster Photo Paper,
Enhanced Matte Paper, Velvet Fine Art Paper, Watercolor Paper - Radiant
White, Plain paper
Where do you see "Photo Quality Inkjet Paper"?
If it's a matte paper than why aren't you leaving the matte black ink in and
choosing Enhanced Matte?

I don't see Photo Quality Inkjet paper as a paper choice.
When I chose Enhanced Matte, the colors were all off, so I used the
advanced settings and printed several test prints, tweaking the sliders
before every print, and have come up with a custom set of settings that
I can apply to all of my Photoshop pictures that I print from Xpress
with the 2200 using Photo Quality Inkjet Paper, so that they print
similarly to the way my pictures look when I print them with Photo
Quality Inkjet paper on my Epson Stylus Photo 1270 inkjet printer.
