Are there any programs that allow you to edit PDF files (and/or PDF
fillable forms) without paying a fortune?

I don't want to buy (or even pirate) Acrobat with all it's bells and
whistles, I'm looking for something small and simple and not too
expensive....

if it is to reedit vectorial graphic info, I feel the best is Intaglio,
and then you have the "heavy" editors like Canvas. In both of them you
can paste pdf directly, then "ungroup" the pdf item and edit whatever
you want.
None of them will directly edit fillable forms AFAIK, but you always can
write over the pdf. PDFpen, quoted elsewhere, just does that (and
nothing else, and is exxxxtremely slow on large pdf files -but cheap)

Thanks, sounds like just what I'm looking for.

(Although after using it, it could use an alignment tool, and a bit
more responsive about where to place the text field).

J.B. Moreno,

Also, you can fill in forms and save forms with another approach...
You can immediately convert all your forms (and any documents) to
fillable and (locally!!!) saveable in Acrobar Reader. This is a free
service from http://www.FillinDocs.com and http://www.savePDF.com.
