There's an utility app "MPack" that will convert MIME packages to plain
Mac files. I suspect it handles Base64 files as well. You can find it
at most sites, including info-mac.

Get a real mail agent :-)
Eudora 1.4.1 or higher and any other MIME compliant mail agent should
decode Base64 encoding. You may even be able to try stuffit expander. If
it doesn't work, you could always mail them and ask them to put it into
expander enhancer.
