You would have been quicker asking Google or going straght to
Versiontracker ... anyway a very cheap shareware app which gets a good
rating (not used it myself) is MP3 Trimmer.
Be careful about your choice. Most ways of doing this task will actually
decompress the mp3 ... let you edit ... then recompress the resultant
file. These decompress/recompress stages will reduce the quality of your
original files ... may not matter much for a phone but it's as well you
are aware of this. This the way Quicktime Player would do it (and only
if you have paid for the pro features). MP3 Trimmer claims to avoid this
problem.

Try Audacity http://audacity.sourceforge.net/

AFAIK Audacity can only edit mp3 files by decompressing before the edit,
and recompressing after the edit. This works, of course, but will lead
to some futher loss of sound quality. Whether this is acceptable depends
on proposed usage, and your own standards.

If you don't want to join them there is CUE Splitter at
http://www.versiontracker.com/dyn/moreinfo/macosx/19389.
Problems:
. always the hole file is processed
. you need to write a .cue file with an editor to define cuts
. i _think_ it works without decompression

I'm not sure if it's been mentioned yet, but MP3 Trimmer is great. It's
not free, but it is cheap ($10.95). Works great. Highly recommended.

There is also Audacity, which is freeware. I am not sure whether it
will join as well as cut, however.

I think Audion will do this.
