I already had Safari set as the default browser as you suggest, and still
Internet Explorer is launched.

In response to your suggestion here's what I tried, unfortunately without
success. First I signed onto the administrator account so that I could access
the application files. Then, in turn, I fired up each of the applications of
concern. Once an application had launched I then activated its help. In
Internet Explorer I could then see the path name to the initiating help file.
I then closed Internet Explorer, navigated to that file via Finder and then
selected "Open With..." and responded by selecting Safari. In response the
help system immediately opened in Safari. However, subsequent attempts to
access help directly from the application caused Internet Explorer to open.
Actually, what you should do is select the .html file, do "Get Info",
and in the "Open with:" section of the Info window, choose Safari.
Clicking the "Change All..." button would also be a good idea, but IIRC
that will only affect files whose creator code is not set to a different
browser.

That I had already done, both for the administrator account and user account,
but it was not successful. One would think that changing the default browser
selection would have worked.
