socket UDP communication is blocked

hello,

I am running a client server process on HPUX (Itanium) that
communicate using UDP. on one UNIX machine it is working but on the
other, the UDP message never reaches the server. it looks like
something on the machine is blocking the communication. Are there any
env variables or other configuration I can change in order to make it
work?

any idea will be appreciated. I have tried everything (but changing
the program, which is not an option). I know it must be something
enviromental and/or a missing patch.....
