What is this? I think it is vintage early 70's.

I think it is an i/o device of some sort. A card converter, or something
that displays register states.

Any ideas?

Could be just about anything. That sort of switches/lights
configuration was quite common at one time. Listing the individual
switch legends might give some more clues.
