IBM and Control Panel

Can anyone please explain to me what happens to IBM's that causes
their Control Panels to Not Respond to windows when you try to change
to Classic View and/or when you click on an item that changes the task
pane on the left hand side? I have seen this with countless IBM
computers however I have not yet found a cause or a viable solution
other than reloading the system. I have tried repair installs, sfc
/scannow, misc control panel ini editing, etc and to no avail.

cause and solution? These are ALL Windows XP systems.

Wrong newgroup. The PC/RT not a windows machine.
