Monitor flashes

Real problem here. Any help is greatlt appreciated.

When I start the computer, the monitor flashes colored rectangles all
over the screen. Bios message does not even come up, because of the
flashing colors. If and when I can see what I'm doing, I will
reinstall OS and drivers, but for now, I can't even use the computer.

It has worked in the past, but would only give 16 colors. I tried
another monitor, with the same results. Also put in a new video
adapter. Ditto.

Any ideas or recommendations?
