Installing RHEL4 to x Server 3650

Booting from CD gets me a kernel panic:

kernel BUG at arch/i386/kernel/apic.c:380

says to add "pci-nommconf nophet", but that doesn't help. Neither does
adding noapic A CentOS 5.1 CD boots just fine, though.

Does anyone know how to get past this issue?
