What to look for in a VGA/SVGA screen.

I want to upgrade from a CGA screen to someting with higher
resolution. What sort of resolution can I expect from VGA
and SVGA monitors? I'm on a budget and I'll be looking for
a colour screen but I might have to settle for mono. Are all
VGAs essentially the same? How can I 'test' a second hand
screen?

What should I be looking for from the card?

Your help will be appreciated as I don't know much about
this sort of thing.
